Vietnam: Progress in ratification procedure anticipated for Autumn 2017

The Commission maintains its timeline for legal scrubbing as well as approval by the Council and Parliament of the Vietnam FTA by autumn of this year. This is despite that fact that changes may be necessary to reflect the opinion by the Court of Justice of the European Union on the Singapore Agreement and investment protection. Definitely, the ISDS system in the Singapore agreement will have to be exchanged against the new investment court system. A decision on such changes is expected in the framework of the overall approach on investment protection. The internal discussion in the European Commission on this issue is still ongoing. The Commission aims to have a proposal on the overall way forward on investments after the summer break for discussion with the member states and the Council.
